Government laws relevant to Animal Rights lack any implication that Animal Abusers will ever be punished at all. For example, according to Texas Law, only house pets are actually considered animals. Anything else is below that. The official documents actually give a list of several defenses to use in court that guarantee them a rule of NOT guilty for every chargeable offence.(which there are barely any of) see for yourself:
