An annual report prepared by the Surgeon General is needed to tell the President and Congress how effective national policies are regarding health care outcomes and productivity of American citizens. Outcomes analysis should include longevity, mortality and morbidity reporting and access to care with comparisons to other industrialized countries. The report's conclusions and our ranking in the world should be included in the annual State of the Union Address.
