Determine the root institutions that power progress.

Establish a ratio system that divides money between each institutional category, based on performance data, and demand those ratios be maintained. And for one institution to increase temporarily, they must decrease below mean levels, once their need is complete, and remain there until the overage is paid back. Amortization requirements, penalties, and interest should also be factored in.
Do something to better control spending and keep our core institutions from starving and effecting whole sections of our national foundation.
