While handling a problem with a bank I asked for help from the SEC. The matter was before them for 6 months and their answer at the end was to transfer the case to the FDIC. The FDIC handled the case for a few months and then told me to go to the Comptroller of the Currency. The case was before them for a year and then they sent it back to the SEC. No one appears to have the authority to tell a bank what is required of them. The SEC didn't help me, so I went to a bank I trusted and they helped me. There is currently no punishment for a bank that will not address an issue. I feel victims should be recompensed at least the interest that accumulates.
