Establish a voluntary buy back program for assault weapons and ammunition. If an owner or possessor of such weapons or ammunition refuses to surrender the arms, then they must be registered and licensed and certified in the use, storage and safety of these arms, and must purchase liability insurance that will insure the weapons are used and stored safely, and only by the registered and licensed and certified owner.
