establish a Carbon Fund for Climate Change Relief

Since carbon fuels are causing climate-change damage, we must pay for those costs whenever we use such fuels, by creating a carbon tax.

The funds would pay for climate-change damage on all types of property, all emergency-related costs, research on ways to lessen the damage & protective measures against future damage.

The rate would be based on costs incurred over the past 10 years. It should be adjusted every 5 years or so, according to recent costs & scientific projections. The rate would vary according to the degree that each type of fuel damages the climate.

Government budgets & insurance rates would not need to rise every time a major climate event occurs.

Economists from both sides of the aisle recognize that taxes which pay for the external costs of products are appropriate.
