Establish a Care Fund/Package for Foster-Children upon removal of parental rights, or if in foster-care for 5+ years.

Foster Children that have been in the system for years, generally leave with nothing unless they are one of the lucky one's that managed to obtain a scholarship of some sort to go to college, and even then they are still struggling, and more often then not, end up on welfare. I am proposing a small care fund/package of a sort, to help foster-children that otherwise have no where to go. Usually they are expected to leave the system immediately when they age 18 or graduate high school, regardless of available resources to them. Perhaps a small trust fund could be set up upon the day of parental rights termination, or once they reach a certain age. That way when they leave, they have enough to get a small apartment, and some schooling, instead of going straight to the welfare office.
