Establish a "Church" Commission like the one chaired by the late U. S. Senator Frank Church to investigate government monitoring of American's emails and phone records by the National Security Agency for the purpose of proposing legislation to restrict those activities and ensuring the rights described in the Bill of Rights. This commission shall include, but not limited to, those public figures who have been elected or appointed to federal office and leaders of civic organizations that advocate for our civil liberties.
