Establish bandwidth for a wireless internet protocol. Protocol should have all devices able to act as repeaters in a mesh network format with preferential routing through powered non mobile devices.
This protocol would help maintain civilian communications when powergrids fail, when cell towers are offline,and in rural areas where there is no wireless or wired data networks available.
