As the USA lacks the equivalent of a Ministry of Culture, we should create an organization that organizes all existing U.S. government - sponsored Arts offices (The State Deparment's Bureau of Education and Cultural Affairs, The National Endowment for the Arts, etc.) under the umbrella of a Department of the Arts.
