For the benefit of immigrants and protection of U S citizens, establish a detainment center to hold ISIS/Syrian immigrants for a minimum of 2 months, suggested location Guantanamo, during this time they can be observed and treated for medial conditions (TB, etc) and vetted for possible terrorist connections, activities, they can be taught basic English and the laws of the Land. Guantanamo has good climate, facilities may need refurbishing a bit but it is secure, has water, electricity etc. From there it will be easier to relocate them, perhaps their homeland may be secure enough to return them.
