Establish an energy improvement loan process. People would create liens on their utility lines. These liens would back a loan provided by the government. The loans would pay for any energy saving improvement that could be payed back in a five year period.

For the property owner it would be simple, they would, if they wanted hire any licensed energy improvement contractor. The contractor would work with the property owner to implement improvement (Solar, Wind, Insulation Etc.) The contractor would be paid today. The consumer would then have a five year lien on the respective utility line. The consumer would continue to pay the pre-improvement utility rates for five years or until the loan was paid off.
