We the people ask the federal government to Take or explain a position on an issue or policy:

Establish external review court to review police brutality instead of police internally investigating their own crimes

No other organization investigates itself and too often we see police cleared of their brutality against the citizens they are meant to protect. An external review board could investigate these crimes and come to less biased discussions. In the tradition of checks and balances this seems like a good step to stop an obviously flawed system.
