Current Video Relay Services (VRS) use public Internet protocols for placing calls between a VRS interpreter and a hearing impaired user with a Video Phone (VP). Currently people without a VP must voice-call the VRS who relays and interprets the call to the deaf person. The FCC should establish an open public standard for enabling simple interoperation of VPs with anyone who has a conforming system. This will enable production of software applications so businesses and friends of the hearing impaired can bypass an unnecessary ASL interpreter.
