The 2004 Law Enforcement Officers Safety Act allows even local Law Enforcement Officials a broad range of carry options across the nation. Many military personnel are trained in the use of a sidearm, and should be encouraged to carry responsibly, not to act in a Law Enforcement capacity, but as a trained and adept first responder during violent tragedy.
This program should be subject to several limitations: weapons registration, additional training, psychological screening, frangible ammunition, the ability to obtain a state CCW, etc, but should also be broadened, to permit carrying in schools and most government buildings.
Encouraging troops, and even veterans, to provide a voluntary line of defense, and put taxpayer funded training to work here at home, is a common sense measure.
