Establish a federal concealed carry permit that supersedes any state permit, and is honored in all 50 states.

Currently, states have individual licenses and procedures. Just as a driver's license can be used throught the country, so should a concealed carry permit. The best way is through a federal licensing program.

1) establish a federal concealed carry permit, requiring a federal background check.
2) establish a law requiring states to honor the federal concealed carry permit, as long as holders adhere to state concealed carry laws within the given state. In states where concealed carry is not legal, holders will adhere to federal concealed carry rules.
3) require a background check every two years to ensure eligibility.
4) establish a requirement for proof of gun training prior to issue of the permit.
5) require photo and a fingerprint located on the permit for verification of Identity.
