Establish federal guidelines for the use of electric shock on children in federally funded programs.

The Judge Rotenberg Center, a school and treatment facility based in Canton, Massachusetts uses electric shocks (remotely administered through devices that are required to be worn on the student's body throughout the day) on children.

The electric shock employed is of a higher voltage than that used in Tasers.
