Establish the Federal Marijuana Tax Stamp Act of 2012.

For states that decide to legalize marijuana for recreational and medical purposes, the federal government should impose a MODEST tax on retail sales based on the metric unit. The rate should be synergistic with tobacco that is taxed. Don't tax marijuana to death because most people will still buy on the streets. Keep in mind that individual states and localities will impose their own taxes. States such as Nebraska already have a tax system in place that will be enforced when marijuana becomes legal.
