Whereas the 2nd Amendment is a keystone to our freedom, the vast majority of gun owners responsible, law abiding citizens, the knee jerk reaction of politicians regarding spree killings is to attack the rights of responsible, sane citizens. Spree killings are perpetrated by mentally ill and evil persons, to punish law abiding responsible gun owners is the wrong and illegal approach. We petition the President to establish a mental health clearing house that collects the identities of those with mental disease or defect, and shares those identities with the officials authorizing firearms purchases. A person who has been identified as having a mental disease, regardless of age, shall be forbidden from possessing any firearm until they have been certified by a federal judge as to competence.
