The formal polling of citizens on new and proposed laws facilitates citizen participation and increases the efficiency of the introduction of new laws. The wide presence and popularity of the Internet offer a great opportunity for effective citizen participation in government. The introduction of new laws can benefit from citizen participation and increase its overall efficiency. In order for this formal polling to materialize several elements have to be in place: the political will to accept this citizen participation, the universal availability of Internet access and the necessary computer equipment to all citizens and the universal capability of establishing legal, secure and verifiable Internet sessions on a government server.
