My home state of Massachusetts guarentees free petitions by the Declaration of the Rights of the Inhabitants to our state constitution. This petition is to make Massachusetts citizens' right the United States', so they can draft legislation, go to either thier Senator's or Representative's office to get support for the bill, and file the bill, with the legislator's signature, to the clerk's office without the legislator. Some of you may say why don't we let our legislators file the bill for us, but I say to you that if one of your legislators states that they or there staff can file it for you, how do you know that they are actually going to file your bill and not lying to you just to get you out of their office. With the act form you can ask them to sign it so you know that its filed.
