establish a funded initiative to help secessionists leave the country.

As a number of American citizens have expressed, through secessionist petitions, a desire to no longer be considered a part of this nation, and as secession of states is not practical or realistic, we call on the government of the United States of America to fund an initiative that will pay partial costs for the transport of any secessionist choosing to renounce his or her citizenship to their new country of residence. We also advocate the retrofitting of a fleet of tramp steamers so that those individuals renouncing their citizenship who are unable to find a country willing to take them can set off in search of a new and uninhabited land where they can form a country and government more to their liking.
