To establish a government organization to help combat animal cruelty and provide direct assistance to them (like 9-1-1)

There is no 911 or EMS for animal cruelty. They are helpless animals that get abused and tortured by their owners. WE must stand up for what is right and provide quick access to help them dogs, cats, etc... since we are their voice. We have to charge people who abuse these animals to the fullest extent of the law and trial them as if it was a human being. It is a life that needs to be saved! NO animal should be a victim of abuse and I believe before anyone acquires an animal must go through some type of background check to see if there is no case of domestic violence/abuse on record along with any criminal activity. We can spend resources on this issue due to the fact of how we spend half of the money on point less necessities that do not benefit us. "WE THE PEOPLE" can make a difference.
