Establish guidelines/potential regulation with how individual voting districts are determined by non-partisan influences

Voters, of these United States of America, require federal regulation to assure that individual voting districts, in each and every State, are determined by approved non-partisan individuals, ending any potential with partisan-based manipulation. This is to be regulated by all, and any of the, three branches of our federal government, as appropriate to the task, as the urgency and importance shall not be procrastinated by political parties and/or the individual States.
Voting district (VTD) is a generic term adopted by the Bureau of the Census to include the wide variety of small polling areas, such as election districts, precincts, or wards, that State and local governments create for the purpose of administering elections.
