To establish heating current to run through Interstate roads to prevent icing, and save thousands of lives every year

The establishment of electric heating current as the new standard of the American Interstate roadways. This is to prevent roads from freezing over in below freezing temps with water in the picture also. To be phased in to new and reconstructed roads, with full compliance by 2030, and a 5 year grace by 2035. Funding would be 10% city, 35% state, and 55% federal, and an early bonus of 5% for the city, if completed 5 years early (5% city, 40% state, 55% federal).
