Medical-quality heroin would be administered to registered addicts freely at management doses. Meanwhile, patients would undergo rehabilitation treatments and sign up for two years of training in any career field free of charge. If there is need for a GED, this too would be allowed free of charge. (Money collected from marijuana licensing & taxes would be used in support of this program.)
It was proven in England that this program cut crime to a minor fraction of previous numbers while significantly reducing the spread of disease and infection. Hope returned to lives once splintered by the need to find another dose of heroin and the physical detriment to users. This program deserves a prolonged trial in the U.S.A.
