establish hunting lodges where members could check out weapons for hunting, and check them back in when they're finished

Only the military and law enforcement need own firearms except for hunting purposes. Hunting lodges could be built near hunting areas, and qualified hunters could rent hunting weapons until they're finished hunting. In order to rent a weapon, legal identification and valid hunting license should be required. Anyone refusing to return their weapons after hunting should be subject to stiff fines or prison sentences. All privately owned weapons should be voluntarily surrendered to authorities and those who refuse should have their weapons confiscated.
