Establish laws that will have significant impact on the occurance on Mass Shootings through regulating the Media

Create laws and/or policies that will effectively reduce the occurance of mass shootings in the United States by outlawing the media from releasing the names and photos of the killers.
Every crime has three elements: means, motive and opportunity. The motive is the underlying factor in why the crime is being commited. In the case of these shootings, firearms are just a means used to achieve the killer's motive. Based on the Virginia Tech shootings the killer's motive was to obtain infamy in death and the national media has kept up their end of the bargain. In the VT incident the killer sent out media "press packs" before commiting the crime. As long as the motive exists the killer will find a means to achieve their objective. Lets not turn school shooters into bombers or arsonists.
