Establish law(s) that would set standards for the design of congressional districts.

If for example, a political party was to win 60% of the popular vote it should be expected that about 60% of the elected representatives would belong to that party. The design of congressional districts allows a political party to be granted a larger share of elected officials than the direct popular vote would have predicted. The periodic changes in the congressional districts would be reviewed by a process such as a independent court panel that would determine if they provide a fair distribution of elected officials.
