Establish the legislation to require all gun owners to have liability insurance before getting a gun permit or license.

This petition is designed to encourage and support responsible gun ownership, by having all gun owners required to have liability insurance in order to purchase or own a gun. Gun owners with weapons that are the least risk would pay low rates, gun owners with weapons of higher risk would pay higher rates. The private insurance market place would determine risk and rates. Safe owners who take safety classes, secure weapons, and are low risk for misuse would benefit from low rates. Gun owners with many weapons, rapid fire ability, or high capacity would be charged accordingly. This would be much like automobile insurance with coverage for victims if a weapon is misused.
