In the 1930's, the Rural Electrification Act brought electricity to many parts of the nation which had been ignored by large power companies. Today, many Americans face a similar access problem to fast, quality internet.
Most college programs require at least some high speed internet access, which often forces part-time students to travel to public libraries or other public access facilities to take their online proctored tests or simply view the lectures for their classes.
Americans need the President to create awareness about internet cooperatives, leverage his position to provide equity for these projects, and establish access for coops to the professionals that they will need to establish and upkeep these networks.
