The Federal Government should create two programs: 1. set technology-agnostic, long term market price signals to encourage clean, sustainable, and secure electricity. This could be MWhr price incentives (FIT, cash, or tax) based on attributes of interest such as carbon, feedstock, land, and domestic content. The program must be long term and ratchet down over time or as more MWhrs are introduced. 2. Purchase renewable energy at federal facilities with long term PPAs particularly for emerging technologies at higher than avoided cost rates. The Federal government needs to stop trying to pick winners and focus on incentivizing attributes and providing an early customer base. There is plenty of private capital out there if a stable market is created to ensure 20-year projects can be financed.
