Establish a mandatory civics lesson for all White House petitioners who think the 47 Senators violated the Logan Act

The President should commission the Education Department to develop an online civics lesson concerning the Constitutional foundations of checks and balances within the Federal Government as they relate to foreign relations. This lesson would be mandatory viewing for any US citizen or non-US resident who signed any previous White House petitions (using the term "Logan Act") that called for action against the elected Senate representatives who submitted an open letter to Iran which basically enumerated Senate authority and role according to those Constitutional checks and balances. Further, failure of the aformentioned petition signing individuals to complete this basic civics lesson within 120 days would result in a fine (i.e. tax) of up to $100.
