Establish a national $20,000 fine when a parent changes their child on a table in a place that serves food.

Lately many parents for some reason think it's okay to change a child's feces and urine filled diaper on tables in restaurants, coffee shops, etc where people eat if a changing table is not available. This is an unsanitary and major health hazard. Since the parents feel this is some sort of right and are doing it all over the US obviously they need to be shown it's wrong. Each time a parent does this they should be automatically fined a minimum of $20,000 for risking the health and welfare of others by refusing to change their child in a bathroom, outside, or in their car.
