ESTABLISH A NATIONAL CONTEST TO RENDER BULLETS DISABLED IN PUBLIC SPACES.

ONE MILLION DOLLAR PRIZE! I think we should have a national contest awarding one million dollars to anyone that can develop technology that can be inserted into newly manufactured bullets that, when detected at the entrance to a public space, renders them unable to be fired. Entrances to public spaces would have to have a detector/transmitter installed to accomplish this. After development, we should offer a two-for-one, or three-for-two swap with older ammunition that lacks the technology. Only law enforcement would be allowed to possess conventional bullets. This would at least render places such as schools, and malls safe zones from shootings.
It might be expensive, but we spend lots of money on less important projects.
The guns are already out there, but people will need more ammo.
