establish a national program whereby individuals and families can voluntarily have unwanted firearms destroyed.

There are 300 million plus firearms in the U.S., more per capita than war-torn countries such as Iraq and Yemen. Many municipalities have programs where unwanted firearms can be voluntarily turned in for destruction. A national program would draw attention to the possibility of disposing of any unwanted firearms, and possibly a rational dialogue concerning firearms could begin, especially in the wake of numerous recent tragedies.
