Establish a National Referendum to be conducted once per decade to determine the opinions of the American people

Every ten years, the country conducts a Census to determine who we are. I propose that every ten years, the country conduct a National Referendum to determine what we think. The referendum should involve every registered voter. The referendum should consist of an undefined number of questions about the issues of the day. The referendum questions should be determined by a very public process that solicits comment from every interested citizen.
