Establish a national registry of weapons and licensed weapon holders

Require that all major weapon parts (barrel, stock, and body) be embedded with RFID or similar remote identification technology. Craft weapons should be exempt from this regulation except where the utilize mass produced parts as above. Require that manufacturers of weapons register all weapons created, by serial number, including the identification tag for all major parts with the national registry. A small tax on weapons shall be instituted to pay for the national registry of weapons.
Craft weapons would be defined as weapons that are manufactured by hand, one at a time, by a hobbyist, collector or other artisan gunsmith. They should involve no automated or machine assembly during their manufacturer.
