establish a national R.P.S. and 10 year feed-in tariff to replace all current renewable tax credits

America needs a clean energy Renewable Portfolio Standard that is nationwide. It should stipulate 60% of all power fed into the grid in every state come from renewable resources by 2025, starting with a 15% minimum by 2015. To further encourage the adoption of clean energy, abolish ALL current tax credits and subsidies and replace them with a simple feed-in tariff (where the utility pays the generator of the clean energy per kilowatt hour for every excess hour they feed into the grid.) This tariff should be a flat universal rate and open to ANY generator of clean energy (government, private residence, non-profit, school or business). This will provide a stable environment for job growth, investment in clean technology, innovation and dramatically reduce the cost of adoption for all.
