Establish a Nationwide Referendum

I suggest that a National Referendum should be proposed every election when 1/3 of both houses of Congress call on a bill to go to the American people. In times of increasing political strife between the leaders who claim to represent the governed, one can see that there is a need for the governed to directly govern themselves. We live in a republic that restricts the deficits that comes along with a direct democracy, but there are certain issues that the governed must decide for themselves.This ensures the sustenance of our republic, while giving power to the people when needed. A national referendum to approve a certain bill to become federal law would settle many time wasting disputes in a very partisan government.
