Build and maintain no less than three permanent manned facilities in Earth, Lunar and Martian orbits for the purposes of but not limited to: construction, research, trade, manufacturing, fueling, communications and solar energy-collection/transmission.
Build and maintain no less than one permanent city on Luna.
Build and maintain no less than three permanent self-sufficient cities on Mars.
Utilizing all available and emerging technologies including the construction and utilization of space elevators.
By doing so, establishing the United States as a multi world nation, the two-planet existence of human beings, and a foothold for humanity to inhabit the rest of the solar system and eventually the stars.
