Establish one Federal income tax rate between 5% and 10% for All Americans.

For All Americans, establish one Federal income tax rate between 5% and 10% of our GROSS income. No end of the year tax calculations are required. The tax rate can be adjusted every 2 years to meet the spending needs of our economy, pay for wars, pay for natural disasters, buy down the deficit, etc. and could be done by popular vote.
