Establish an organization that evaluates business proposals by up and coming entrepreneurs and provides funding.

I am a small business owner with many ideas but not a lot of funds to bring them to life. Over the past few years i, along with many others, have tried to receive financing from multiple institutions but the requirements are strict making it difficult for budding entrepreneurs to try to create jobs and grow the economy. Trying to find financing from the private sector is difficult at best or if financing is acquired the rates of return are so steep that the only people who prosper from the new business are the loan sharks. I propose that a government organization be established with the sole purpose of reading business plans of new entrepreneurs and provide requested financing if an acceptable business plan is provided.
