Establish a pay for performance measure for Members of the United States Congress.

We, the people of the United States of America, in order to form a more perfect union and prosperous nation, need to petition to establish and implement a permanent “pay for performance measure” that compensates the members of the United States Congress, only when they exhibit bipartisanship and cooperate together to prepare and implement balanced budgets; pass into law the proper legislation (domestic policy, environmental policy, fiscal policy, monetary policy, foreign policy, et cetera) that will enhance the lives of all citizens of the United States of America; and implement such laws with good and honorable intent.
