By enabling all Americans to donate TAX EXEMPT pay to the political candidates and campaigns of publicity elected officials through deductions from their compensation our democracy will be restored to a level that existed before Citizens United.
It is a concept similar to existing payroll deduction programs for contributions to charities such as The United Way. In practice the deductions would work like the historical fund raising success of ACTBLUE in Bernie Sanders' 2016 campaign. Deductions could be for one time, multiple and recurring donations.
Eligibility would cover all government employees, SSA payment recipients, military members and all private sector employees. The implementation would be accomplished through Presidential executive order issued by Barack Obama .
