Establish a permanent manned United States presence on the moon

The moon is rich in resources, the most valuabe of which is helium-3 which is an ideal fuel for clean nuclear fusion. This isotope is not available on the earth, but is plentiful on the moon. China has made exploration of the moon and exploitation of its resources a national priority. If the United States fails to keep pace with our adversaries in the exploration and harvesting of near earth space, we face a future of being dependent on China for our energy resources. Furthermore, the development of technologies necessary to returning to, and harvesting the moon will catalyze a revolution in our nations industrial landscape, providing economic and social benefits for many decades to come. The military strategic importance of the moon also cannot be overstated.
