To establish policy to preserve existing rights of non-English speakers and promote the patriotic integration of prospective US citizens; to establish policy encouraging schools to offer English for non-English speakers as well as sign language and other non-English languages to all students as an elective (but not a requirement to graduate High School); and to establish policy that prohibits employers from making it a requirement to know languages other than English, a requirement for employment.
English has been the de facto national language since the Declaration of Independence and has been taught in schools throughout U.S History with more than 90% claiming to speak it well or very well and 80% claiming it as their native tongue - Census Bureau (2011).
