Establish the process for a National Referendum to be added to every national election.

Given enough signatures nationwide, a national referendum (a mandatory order to the Federal Government) would be added to the next presidential election ballot. A nonpartisan board would monitor selection and qualification of each candidate referendum. If a national referendum is passed by a 2/3 majority vote, that board would then ensure compliance by both Congress and the Administration, ensuring the referendum would become law. Any noncomplying member would suffer disqualification for any future elective post. This would enable the citizens of the United States to pass their own laws as required, without the influence or interference of a possibly corrupt Congress or Administration.
