One of the most corrosive elements in our political system has been the need for candidates to acquire private funds to run for office. This has essentially created a system of bribery where some candidates will vote and pursue policies, not based on what is best for the American people, but based on whether it is desirable to campaign donors.
Instead, we should have public financing of Congressional campaigns for any candidate that can get a sufficient number of signatures that represent a significant proportion of whatever district they are running to represent. All candidates would then be limited to those public funds.
