Fund campaigns for individuals to serve honorably in Federal offices; more time for constituent and legislative activities. * New FEC funding program. * Tax form filers donate $5.00 or more/yr. * FEC funding from many sources, but only the FEC may distribute funding or paid services to participants. * Candidates will be identified on all ballots as: FEC-- (affiliation). * Providers of communications operating on public airways must give limited free primetime airtime. * Periodic funding to candidates is proportionate to Registered Voters for each office area to all U.S. Registered Voters. Through 12/31/12: 5% to the FEC for Admin & Special Elections, then 51% to Senate & 48% to House. From 1/1/13: 5% to the FEC, then 22% to President; 40% to Senate & 38% to House campaigns.
